KIX to carry out comprehensive aircraft rescue and firefighting drill

Kansai Airports will conduct a comprehensive aircraft rescue and firefighting drill at Kansai International Airport (KIX) on 13 November 2025.
This training is intended to ensure rapid and appropriate firefighting, rescue, and disaster medical response activities in close cooperation with relevant organizations, based on the maritime accident response procedures stipulated in the Kansai International Airport Emergency Plan, in preparation for aircraft accidents occurring in the sea area surrounding KIX. Training at sea will be conducted for the first time in three years.
Kansai Airports Group will continue to strive for a safe and secure airport environment for all passengers through a variety of emergency exercises.

Date & Time: Thursday, 13 November 2025, 13:30-15:30

Location:  (1) Maritime Area: The sea area inside and outside the breakwater within the Maritime Access Zone

(2) Land area: The Maritime Access Zone, Observation Hall, and North Area Operation Center

(3) Kansai Airports Building, 5th Floor – KIX Joint Crisis Communication Center

Organizer: Kansai International Airport Emergency Plan Liaison Council

Participants: Approx. 60 organizations

(Kansai Airports, New Kansai International Airport Company, Senshuminami Regional Fire Department, Izumisano-Sennan Medical Association, Kansai Airport Office of West Japan Civil Aviation Bureau, Kansai Airport Quarantine Station, Kansai Airport Coast Guard Air Station, Jetstar Japan Co., Ltd., Osaka Prefectural Federation of Fisheries Cooperative Associations, other relevant authorities and agencies)

Scale: Approx. 600 participants, 9 vessels, 1 helicopter, 10 vehicles

Scenario: An aircraft accident occurred in the northeastern sea area of KIX.

Program:

(1) Accident reporting and information sharing, (2) Pickup rescue, (3) Underwater search and rescue,
(4) Rescue of persons drifting on the sea surface, (5) Fireboat water discharge, (6) Emergency aid station setup,
(7) Disaster medical response, (8) Stretcher transport, (9) Triage activity, (10) Emergency casualty transport,
(11) Temporary shelter response, (12) On-site coordination headquarters operations, (13) Identification of bodies,
(14) Establishment and operation of the KIX Joint Crisis Management Group
